The National Energy Administration proposed a national photovoltaic power generation project. The annual scale management issued a proposal for the pre-arrangement plan for the scale of China's photovoltaic power generation in 2013 and 2014 to all provinces and cities across the country (hereinafter referred to as the “program”). It is understood that the plan is to pre-arrange the scale of photovoltaic power generation in each province made by the National Energy Administration based on comprehensive consideration of the solar energy resources conditions of each province (autonomous region, city), the power market, and the supporting policies and measures of the various regions. According to statistics, in 2013, the newly installed capacity in the country was about 10GW. At the end of 2013, the cumulative installed capacity of photovoltaics in China will reach 16.5GW, including 5.7GW for distributed photovoltaic projects and 10.8GW for photovoltaic power plants. The cumulative installed capacity of several major PV installation provinces is 3.21GW in Qinghai, 2.83GW in Gansu, 1.28GW in Xinjiang, 1.26GW in Ningxia, and 910MW in Inner Mongolia.

On January 14, 2014, at the 2014 National Energy Work Conference, the National Energy Administration finalized 14 GW of new installed PV in China in 2014. Previously, the Energy Bureau's consultation draft initially determined that the national PV installation target for 2014 was 12GW, of which 8GW was distributed and 4GW was ground power station. The new 14GW allocation ratio is: the distributed proportion is 60%, which is about 8GW, and the ground power station is about 6GW.
